Youth Policy in the Republic of Mordovia in the 1990–2020s: main trends

 

Abstract

Introduction. It is well known that the collapse of the Soviet Union and, with it, the Komsomol as the main youth organization, led to the loss of spiritual support among young people, which entailed the cultivation of antisocial values and radical ways of protecting their interests by creating antisocial groups. In these conditions, there is a need to form and plan a competent state youth policy. Regional youth policy is of great importance, which is due to the fact that the uniqueness of the various needs of young people in a particular region is taken into account. The purpose of the article is to identify the main trends in regional youth policy of the post-Soviet period in the Republic of Mordovia based on the analysis of regulatory legal acts.

Materials and Methods. To achieve the above goal, regulatory legal acts of various levels, as well as scientific literature, were used. The study was conducted using the principle of historicism, consistency and reliance on historical sources. The article is based on the use of general scientific methods, such as: analysis, synthesis, deduction, as well as special historical methods, for example, historical and genetic, which made it possible to trace the origin and development of regional youth policy in the post-Soviet period, in addition, the problem-chronological method was used in the study in order to identify the main stages in the development of regional youth policy.

Results. This article outlines the main trends of regional youth policy in the 1990s–2020s in the Republic of Mordovia, and identifies its main problems, based on archival documents, regulatory legal acts and scientific publications.

Discussion and Conclusion. Youth policy in the Republic of Mordovia has a number of positive trends based on the competent formation of the regulatory framework, as well as due to the activities of special state institutions whose competence includes the implementation of youth policy in the region, for example, the State Budgetary Institution Mordovian Republican Youth Center (MRMC).
